Zelensky Asserts Absence of Definitive Security Pledge from European Partners

President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

His comments come a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
